The move by the Geneva-based body to issue a non-binding advisory opinion follows a recommendation by the Committee in 2010 to conduct a universal examination of the situation of people in the sex trade in the West Bank and Gaza.
But on May 25, the Brazilian Congress passed legislation banning forced labor, including sex work and trafficking, criminalizing the use of violence against women, and establishing penalties for the production, distribution, and purchase of sexual recordings.
The UNHRC has voiced concern about the law saying it is concerned about « arbitrary interference » in the enforcement of the new legislation.

« The Committee has heard that the law prohibits people from being subjected to forced labor, including being forced to engage in sexual activities, and that this amounts to grave or serious violations of their rights, » said Philip Alston, the body’s rapporteur on Brazil, who will deliver the Opinion on Wednesday.
« The Committee strongly emphasizes, however, that arbitrary interference by law enforcement authorities with the exercise of the right to privacy and the right to the protection of personal data, including the ‘right to be let alone’ and other rights enshrined in the International Covenant on Civil and Political Rights, is a grave and highly worrisome aspect of this law, » he added.
The new legislation comes into force on August 1.
The Brazilian government has said the law is based on international standards and is aimed at enhancing the protection of workers against abuse, but the UNHRC’s latest opinion has not been welcomed by everyone.
« The law doesn’t stand up to scrutiny, » Bobby McVeigh, Amnesty International’s deputy director of the Americas, told Al Jazeera.
